Are carbonyls stronger electron withdrawing groups than halogens? Why is this?

Are carbonyls stronger electron withdrawing groups than halogens? Why is this? If you have a beta ketoester with an acetyl group attached in between the two carbonyls, why is that hydrogen (also in between the two carbonyls) more acidic than when you have a chloride attached in between?
